Starting from July 1st, Guangzhou express delivery enterprises will stop using disposable plastic products such as non degradable plastic bags
In May 2023, the “Guangzhou Express Delivery Regulations” (hereinafter referred to as the “Regulations”) were officially approved by the Standing Committee of the Guangdong Provincial People’s Congress and came into effect on July 1, 2023. This is the first local regulation for the express delivery industry in a provincial capital city in China. The Regulations stipulate that express delivery enterprises should use recyclable, easily recyclable, and biodegradable packaging materials, and stop using disposable plastic products such as non degradable plastic bags in accordance with relevant regulations.
The Regulations have a total of eight chapters and 51 articles, which comprehensively regulate and promote the healthy development of the express delivery industry, business entities and express services, express safety, digital express delivery and green development, and the protection of the rights and interests of employees. Among them:
Article 33: Express delivery enterprises shall use recyclable, easily recyclable, and degradable packaging materials, stop using disposable plastic products such as non degradable plastic bags in accordance with relevant regulations, and report the use and recycling of disposable plastic products such as plastic bags to the postal management department. E-commerce enterprises, commodity production enterprises, and express delivery enterprises should strengthen upstream and downstream collaboration, use product packaging that meets the needs of express delivery, reduce secondary packaging of goods, and promote the integration of goods and express packaging.
Article 49: If a courier enterprise violates the provisions of Article 33, Paragraph 1 of these Regulations and fails to stop using disposable plastic products such as non degradable plastic bags in accordance with relevant regulations, or fails to report the use and recycling of disposable plastic products such as plastic bags to the postal management department, the postal management department shall impose penalties in accordance with the Law of the People’s Republic of China on the Prevention and Control of Solid Waste Pollution on the Environment.
